Series Overview

The Iowa Healthcare Collaborative and HealthTechS3 are pleased to present a two-part webinar series to aid hospitals in developing and implementing an effective and sustainable Quality Assurance Performance Improvement (QAPI) program.

The first webinar in the series, recorded on January 19, 2021, will focus on developing a strong foundation with emphasis on understanding the new QAPI regulatory requirements that are effective March 30, 2021. The second webinar is designed to build on the foundation through the key processes that support the QAPI program.

A QAPI self-assessment tool based on structures, processes and outcomes will be provided. Hospitals are encouraged to use this tool to thoughtfully assess the current QAPI program and highlight opportunities for organizational development.


Building the Foundation for a Strong QAPI Program: Understanding Regulatory Requirements

The CMS deadline for Critical Access Hospitals to implement a Quality Assurance Performance Improvement (QAPI) program is March 31, 2021.  Even though CMS has not published the standards in the Conditions of Participation (CoPs) the deadline is fast approaching.
The first part of the two-part series will include a discussion of: 

  • Definitions of quality
  • CMS regulatory requirements for Critical Access Hospitals
  • Steps for developing and executing a QAPI plan that meets the new CMS regulatory requirements
  • How to prioritize QAPI projects or initiatives
  • Ways to engage the organization

Learning Objectives:

  • Identify at least one difference between the current quality regulatory requirements and the new QAPI requirements.
  • Review the required CMS prioritization criteria.
  • Identify at least one method of organizational engagement.


Carolyn St. Charles, MBA, BSN, RN

Carolyn St. Charles started her nursing career as an ICU nurse in Tucson, Arizona. She has also worked at hospitals in Missoula, Montana and at Overlake Hospital Medical Center in Bellevue, Washington. St. Charles has been in her current position with HealthTechS3 for the last 15 years. In her role as chief clinical officer, she works with rural hospitals across the United States working collaboratively with senior leaders, providers and clinical staff to develop and implement sustainable strategies for improving financial and clinical outcomes. Her areas of experience include organizational and clinical leadership; performance improvement and patient safety; clinical resource management; and regulatory compliance including swing bed. St. Charles earned an associate degree in nursing from Pima Community College in Tucson, Arizona, a bachelor’s degree in nursing from Northern Arizona University and a master’s degree in business administration from the University of Washington Foster School of Business. 

No continuing education is provided for this course. The user will receive a certificate of completion upon completing the course.
