The Affordable Care Act requires all nonprofit hospitals to develop a Community Health Needs Assessment (CHNA) to identify high priority community health needs and an Implementation Plan to address these needs. Although considerable progress has been made in meeting most or all of the Internal Revenue Service (IRS) requirements for the CHNA and Implementation Plans, some Critical Access Hospitals (CAHs) have experienced difficulties in meeting all the requirements.
